Center of Waste Management Awards AED770-Million Contracts to Environment Service Providers

Abu Dhabi-UAE: 26 May, 2013 – The Center of Waste Management – Abu Dhabi today awarded two contracts worth over AED770 million to cleaning service providers. The new five-year contracts stipulate specified technical procedures that will play a vital role in reducing waste at source, maximizing recycling practices and decreasing waste transferred to landfills – which are key priorities for the Center.

Alphamed – Lobbe – IFEU has been awarded the contract for the Lot 3 of Abu Dhabi, which includes the geographical areas of Abu Dhabi - Dubai borders in the north, as well as the Abu Dhabi - Al Ain borders in the west (from Abu Dhabi to Hamim street) and Abu Dhabi - Musafah borders in the east. The contract also covers the areas between the two bridges and Abu Dhabi Gate. In the south, the scope runs from the Musafah bridge to Al Ain street and from the Tarif bridge to Hamaim street, ending at the Abu Dhabi - Al Ain borders.

West Coast – Saubermacher Environmental Services won the contract for cleaning services in the Lot 4 that spreads across the geographic areas of Hamim street ending at the borders of the UAE in Al Ghoayfat city. Its scope includes the Zayed City, Liwa, Ghayathi, farms in the western region (Al Debah, Tarief, Al Marfa, Al Dhanah Mountain, Al Sila, Sir Bani Yas, Abu Al Abyad), in addition to the island's coasts and beaches.

The contract's scope of work includes the collection and transfer of waste, cleaning of streets, coasts and beaches and the separation of all recyclable waste, particularly green waste for reuse in the production of fertilizers.

Stipulating the implementation of new technologies including advanced radio-frequency identification (RFID) remote sensor systems to monitor waste containers' geographic and technical details and ensure their timely collection and periodic washing, the contract will seek to avoid the dissemination of offensive odor and the breeding of pests for the ultimate well-being of the the community. The companies have also been tasked with the collection and management of construction and demolition waste. Under the agreement, contracted companies are mandated to provide the necessary bins, in addition to the vehicles and equipment, which they will have full ownership of.

Stringent criteria were observed to measure the technical, administrative and financial performance of the contracted companies prior to awarding the contracts. These criteria covered their experience in delivering the required services, outcome of the previous contracts that were implemented by the companies, performance track record, administrative qualifications, customer service systems, quality, environment and health services, as well as the qualifications and experience of their key technical personnel.

Dr Salem Al Kaabi, acting General Manager, Center of Waste Management - Abu Dhabi, said: “Awarding new contracts is in line with our plans to provide unmatched services to the community in Abu Dhabi. It also complements our strategic objectives to maintain a sustainable environment through leveraging the practices of reuse and recycle.”

Mubarak Al Amri, Director of Waste Collection Projects at the Center of Waste Management – Abu Dhabi, said: “The new contracts lay down revised conditions for the contracted companies, besides mandating additional services such as measuring operational performance to ensure that the international companies affiliated with local companies will fully oversee the project implementation and ensure that best practices are observed throughout the term of the contract.

“As part of the contract, Dalma Island, which falls in Lot 4, will witness the deployment of enhanced technologies given its status as a coveted natural reserve of Abu Dhabi.”

In line with the new contracts, a call center and Database Management System to enhance quality of communication with the community will be implemented for the purpose of customer satisfaction measurement. Additionally, key performance indicators and schedules will be put in place to ensure the provision of best-in-class services and operations.

The Center of Waste Management – Abu Dhabi focuses on the promotion of best practices in waste management, including reuse, recycling and waste segregation at source. The Center periodically runs educational and awareness initiatives for the community at large in line with Abu Dhabi's long term vision.
