SLC discusses methods of adopting self-assessment in legislative audit at “Legislative Week 2021”
 

As part of its efforts to draft foresighted legislation that drives the development process and accommodates future changes,

UAE, Dubai, 15 November 2021 – As part of its commitment to adopting future foresight methodologies in developing the legislative system, the General Secretariat of the Supreme Legislation Committee in the Emirate of Dubai (SLC) is currently holding its annual event the Legislative Week 2021 under the theme: ‘Legislation and the Future’. The event has had a high turnout by representatives from leading government entities.

Day-two discussions focused on key issues at play in transforming the legislative and legal framework, as well as the efforts ensuring that the current system is fully prepared to support the Dubai vision of shaping the future. The attendees also explored innovative ways to support strategic plans and initiatives, adopting future foresight skills to ensure achievement of sustainable development for the coming generations.

A session titled ‘Adopting Self-assessment in Legislative Audit’ was led by Mrs. Marwa Mohamed Ibrahim, Senior Legal Officer and Head of Evaluation and Follow-up Section of the Legislative Audit Directorate. During the session, participants were updated on the progress of SLC’s efforts to improve the legislative audit process to ensure the proper implementation of legislation. A select number of legal officers from the Dubai Government entities attended the session.

The session highlighted the various initiatives launched by the SLC to increase legislative awareness and legal knowledge through holding introductory meetings, interactive workshops on legislative audit, including practical training programme on the legislative audit report preparation. In developing the legislative audit system, the SLC has been following the best international practices to support the wise leadership vision to establish a leading, transparent, and reliable government system that ensures fair implementation of legislation.

In his speech, Ahmad bin Meshar Al Muhairi, SLC Secretary General, said that legislative audit is key to developing viable and balanced government legislation. Al Muhairi reaffirmed the SLC commitment to issuing a definitive guide on legislative audit to offer government entities an accessible and informative reference on relevant resources of legislative audit.

He reiterated: “We are keen on providing government entities with the adopted templates to enable them to comply with the legislative audit process, so they may capitalise on them in conducting the legislative audit self-assessment process and ensuring proper implementation of the legislation, being a strategic priority and objective of the Dubai Government.”

“The “Adopting Self-assessment in Legislative Audit” session has proven to be an ideal platform for exploring new methods of improving legislative audit tools. This is in line with the SLC strategic objective to develop forward-looking legislation that copes with the current challenges and looks ahead to the future, in implementation of the insightful vision and wise directives of His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai.”,  added Al Muhairi.

On the second day, a lecture titled ‘Legislation for Job Creation and Coping with Future Changes’ was delivered by Miss. Ayesha Abdallah Al-Madhani, Senior Legal Officer and Head of Coordination and

Follow-up Section at the SLC Secretary General’s Office, and Mrs. Rafiaa Mohamed Al Owais, Senior Legal Officer and Head of Infrastructure Legislation Division of the Legislation Directorate.

The lecture highlighted the importance of developing forward-looking economic legislation that supports the creation of job opportunities fostering the future development process and that copes with future changes. The lecture was concluded by holding various discussions with law students from several local universities regarding their expectations about Expo 2020 Dubai’s impact on economic legislation.
